THE church and cumquat tree stay, but a big chunk of Bob and Kate Gare’s property in North Fremantle will be resumed under a Main Roads proposal to widen Stirling Highway.

The facades of fi ve connected heritage-listed double-storey shops next to the Gares—Tonic Cafe, Wall Candy Wallpaper and Violet Pilot boutique—would also be demolished under the plan.

The well-known retirees have lived on Queen Victoria Street for 34 years, accommodating four generations of family and a thriving catering kitchen run by TV masterchef daughter Anna.

WA’S mental health crisis has left a Spearwood father devastated after the mother of his only son—one of four Alma Street suicide victims investigated by the Barnett government—tried to kill herself this week.

An emotional Ernest Robinson contacted the Herald on Monday to say the chief psychiatrist’s review into his 27-year-old son Clayton’s death on April 30, 2011 had left more questions than answers. His former wife, who remains in hospital, is recovering.

“My son was assessed as high risk homicidal-suicidal. . . and he was let out of hospital,” Mr Robinson said.

“He caught the bus to Fremantle and at 2.30pm the police knocked on my door to say my son had hanged himself at a school near Alma Street.

“Three young boys found his body.”

On Wednesday, Mr Robinson started his own Freedom of Information search for answers to Clayton’s death, including why he had been taken off medication that treated his chronic paranoid schizophrenia.

His former wife told him four weeks ago of her ongoing grief over their son’s death: “I talked her out of it. When I went to the hospital. . . I’ve never seen such sad eyes in a person.”

by CARMELO AMALFIA SUCCESS mother says she prays daily for closure over the deaths of her four daughters, two of whom were mentally ill patients.

The grandmother has two sons and fi ve grand-children left behind after the sudden deaths of their mothers between 1998 and 2010.

She told the Herald she wants to stay anonymous because, “I want to protect what I have left”.

“My grandchildren keep me going,” she said after calling in to share her story of family tragedy and frustration at a system she says let them down.

On April 19, 2006, one of her four daughters took her own life in a White Gum Valley park nine days after slipping out of Alma Street where she had been involuntarily admitted on April 3.

The 23-year-old, with a long history of mental illness and substance abuse, had been aided by her partner who’d waited

• One of four daughters of a Success mother in the days

before the funeral of her younger sister. This woman later died of

an overdose in Kings Cross.outside. She was later listed as absent without leave.

Five days before she’d left, doctors had noted her delusional outbursts, “this time about the ward being heaven and staff being followers of God”.

The WA Coroner investigated, handed down an open fi nding and made a series of recommendations including improvements to escorting patients on hospital grounds.

The deceased had been an involuntary patient at Fremantle Hospital in February 2006 when she went AWOL before police returned her to the ward.

In 1998 the mother’s 20-year-old daughter had overdosed in Kings Cross, Sydney, where she’d moved two years earlier.

In December 2009, her 33-year-old daughter—a mother of two—was killed when a car hit her on Beeliar Drive after her own discharge from a Bentley mental hospital.

Her eldest daughter, aged 37, died of a heart attack five months later in 2010 in what the mother says were suspicious circ*mstances. She left behind three adult children.

“The authorities don’t want to hear the truth,” the mother says. “A society stands out by the way it treats its most vulnerable people.”

Praying for closure

• Clayton Robinson, aged 21, the year after his descent into

mental illness, which ultimately claimed his life.

Mr Robinson says his son had been a hard case for Alma Street. He talked to himself, heard voices and believed people could read his thoughts.

An amphetamine addiction started at age 20 after he’d broken up with his girlfriend. Mr Robinson admitted Clayton into Alma Street in 2005 when he was diagnosed with schizophrenia. In 2006, he was diagnosed with paranoid schizophrenia and in 2007 chronic paranoid schizophrenia.

“My son was getting worse, yet the hospital took him off his medication,” Mr Robinson says. “Why?” he asks, echoing the question of Geoff Diver and Vince Elliot (Herald, July 7, 2012).

He says that in September 2010, six months before his death, Clayton became violently ill when administered with an anti-psychotic drug called paliperidone.

It can be used to treat manic episodes and, at lower doses, bipolar disorder. It is also used for schizophrenia, but adverse eff ects can stay with the user for some time.

“We were off ered $25 for Clayton to use the drug, which I have now found out can make people suicidal. Clayton didn’t recover from it.

“He lost 20 kilograms. He was 119 kilograms, a big boy. So I want to know how much they gave him.

Third father asks: ‘Why?’

“When I went to talk to the doctors, they said they’d used it to save people.”

by CARMELO AMALFIHIGH-profi le lawyer John Hammond has joined calls for a commission of inquiry into WA’s sick mental health system.

Mr Hammond, who in 2008 represented Aboriginal families in a coronial inquiry into 22 suicide deaths in the Kimberley, says he supports former mental health council chair Keith Wilson’s push for a royal commission.

“The problem is systemic,” the former Cottesloe mayor told the Herald, echoing calls from the Labor Opposition, Greens and families of suicide victims at Alma Street in Fremantle.

“I don’t believe that clinic has enough resources, it needs more staff .

“I think there is pressure on hospitals to get people out, including mentally ill people who need urgent help.”

Mr Hammond says someone needs to bring together all of the cases reported over the past few years to better understand why the system is failing.

Asked who would do this, he says: “A retired magistrate or judge or a law fi rm such as DLA Piper, which investigated sexual assault allegations in the Australian Defence Force.”

He says he’d represented a woman at the 2008 inquest into her 23-year-old daughter’s suicide two weeks after walking out of Alma Street in 2006.

The woman had wanted to know why her daughter had been allowed to jump the fence despite her history of mental illness and escapes from the clinic.

The coroner handed down an open fi nding, with recommendations to tighten procedures at Fremantle, including escorted patient access on hospital grounds.

Mr Hammond doubts the recommendations were adopted given the ongoing crisis in mental health care in Fremantle.

That’s why Mr Wilson wants a royal commission as part of his planned run for parliament next year to improve mental health services in WA.

“We will never fi nd the truth unless we get these people out in the open,” Mr Wilson says as he works on his campaign website.

“This is a system that needs to be opened up. It is not something that will go away.

“Another inquiry by the government is not good enough.”

In November 2007, then-mental health shadow Helen Morton moved an “urgency motion” calling on the parliament to express, “grave concern about the state of WA’s mental health service”.

She wanted to know why 660 people who were patients receiving treatment in the public mental health system had died in 2006-2007.

“It has gone beyond a system in crisis,” she’d said. “The mental health system in WA is in meltdown.”

She was a fan of inquiries then, despite her refusal to hold one now, even though as mental health minister in the Barnett government she could make one happen.

“There must be a full and open inquiry into the mental health system, including analysis of whether the failures of the system were contributing factors to the deaths of patients,” she’d said fi ve years ago.

“Please enable staff to talk about this without fear of recrimination. Please do not sweep this under the carpet or brush it off with another dose of spin.

“Please do not look for someone else to blame this time. People are dying at an unacceptable rate.”

Free parking on cardsby STEVE GRANT

FREMANTLE city council is considering ‘first hour free’ parking in its major car parks as a step towards winning over disenchanted ratepayers.

The latest community survey, released this week, showed Fremantle’s satisfaction ratings still languishing behind similar councils, although there was a little encouraging news for mayor Brad Pettitt.

Parking remains the bugbear for locals, with half expressing disatisfaction with the current regime.

The council’s planning chair Andrew Sullivan told the Herald

an internal working group had flagged more free 1/2-hour parking spots in the CBD to go with the fi rst-hour initiative.

He says it’s aimed at trying to encourage shoppers back. While some wanted a longer freebie, if the council was too generous the car parks would be swamped by gleeful uni students, he warned.

Dr Pettitt says signage to help people fi nd their way to empty parking bays is also on the cards.

The survey showed the council has clawed back some ground in terms of understanding the community’s needs (up 6 per cent) and showing vision (up 8 per cent), but the fi gures were already at rock-bottom.

Dr Pettitt says the poor results

caught his fresh-faced new council by surprise. They showed the number of punters “delighted” with the council was 17 per cent below the industry average, and those who felt they were getting good value from their rates took a nose-dive.

“ T h e re w a s a s e n s e o f disappointment that the positive energy in council was not making it through to the community,” he told the Herald.

He says reaching a broader section of the community to explain the council’s plans will help, which could involve a little less social media and more time in the real world. Ward newsletters for councillors had also been fl agged.

Not good enoughIT is heart-breaking to read about the loss of Mr Diver’s and Mr Elliot’s daughters through the lack of proper mental health care in Fremantle (Herald, July 7, 2012).

As a close friend of someone

Another fi ne night outFOR the fi rst time ever, my wife and I decided to take our car to a Saturday night social in Fremantle, parking in a quiet side street, where there was no demand to park form other vehicles.

We did not expect that fees applied on a Saturday night so we did not purchase a ticket, and copped a fi ne.

Councils must be pretty hard up to charge fees even after hours. The fi ne was paid in 5c pieces and we hope others will do the same.

Frank CherryElderberry Dr, South LakeEditor’s note: Another example

of the council doing a bang up job of encouraging people to shop and dine in Fremantle . . .

The value of a free pressIN response to Sally Chacko’s letter (Herald, July 7, 2012), things really must be wonderful out in Mt Pleasant that she would wave away the benefi ts of a free press so easily.

I agree, the Herald sometimes appears churlish in making sure it has the fi nal say even when off ering redress to government ministers who feel they have lost control of the spin.

That said, I shake my head wondering if readers appreciate they have a newspaper that would risk belligerence and getting powerful noses out of joint to bring the truth to light.

An average reader (and I count Ms Chacko as one) would have little idea of the process involved getting comment from government departments and increasingly corporatised ministers’ o ces these days. It is not a game to try and catch people out.

Inquiry is about mounting the wall of spin to try to glimpse the real picture on the other side and communicate it to readers of this free newspaper. If you’re confi dent you can get that service elsewhere, then good luck. You don’t pay for this one, after all.

But the reality is it is only when enterprises like the Herald do the grunt work to prise the lid off issues like Alma Street that other news outlets—most notoriously our lazy, taxpayer-funded, disaster-obsessed ABC—will ride in and scoop up the easy sound bite.

Warren Hately, Margaret RiverEditor’s note: What he said!

Except for the “churlish” bit. Hrrmph. Warren’s a former Chook.

Buses are betterON Friday July 6, The West Australian newspaper published “Almost a third of Perth buses run late”.

Rather than rubbish Transperth (it may be fashionable) we can be a lot more positive. In Fremantle, I don’t think we have much trouble with late buses, and we are truly blessed with the two CAT bus routes we have.

I think Transperth has lifted its game in the past 5-10 years, and I now tell anyone that asks me that trains are within

1-2 minutes and buses within 5-6 minutes of the published schedule at least 95 per cent of the time.

When it comes to Perth in general, I can’t argue with the facts. The buses are all fi tted with GPS, so the public transport authority can tell exactly how many are late. But let’s think a little bit rather than argue about who to blame.

The new developments over the past 10 years are 1) we now have Smartrider, and 2) the buses have GPS. Smartrider is an information cornucopia for Transperth. It tells where and when people are travelling. Problems can be observed, and over time routes and schedules can be changed. GPS tells where busses are consistently early or late, and Transperth can simply update the published schedules to fi t. I think this is happening—there have been some very astute changes in recent years.

My wife is from Sydney. She says Transperth wins easily—better for schedule, safety, aff ordability, and cleanliness. The only thing I can see that is better in the Sydney and Brisbane systems is the connection to the airports. Looking further away, Jakarta has crippling tra c gridlock, and is designing and building a train system. So lucky we are.

And cheers—we love your paper!

Bill PowerSouth Fremantle

who battles bipolar disorder, I can only see a grim future.

He went to Fremantle and Royal Perth Hospitals with self-infl icted cuts, where he got off ered to be stitched up but with no further off ers to help as unfortunately the mental health clinic is only open Monday to Friday.

As if mental health issues arise only within the normal working week.

The story continues of him continuing up to the roof, with one locked door as a saving grace.

How can we, in our welfare state continue to accept this as standard, when people explicitly ask for help but are turned away, to later end their own lives when there should be competent care available for them? How can we call it a welfare state when this happens and will continue to happen if we don’t change something very soon?

ON June 13 the I n t e r n a t i o n a l A g e n c y f o r

Research on Cancer (IARC), part of the World Health Organization, confirmed that diesel engine exhaust i s a Category 1 carcinogen—in the same hazard category as asbestos and cigarette smoke (Herald, July 7, 2012).

It once again poses the question of how the Fremantle port’s freight task is to be achieved: By truck or by train?

What is more, with state and federal elections coming in 2013 we have the right to demand of all political parties and responsible authorities a direct answer to the question: What are you going to do to reduce the particulate burden on Fremantle?

Fremantle Ports forecasts a doubling of its throughput of containers to 1.2 million by 2020—and a tripling by 2030. If we continue with the business-as-usual approach to transport planning the lion’s share of these extra container movements will be on our roads. Imagine three times the current volume of trucks on our roads in fewer than 20 years.

FiddlingThere are welcome plans to

make some minor upgrades to rail infrastructure, and the absolute number of containers carried by rail will increase. But it’s still fi ddling around the edges. There is no plan to dramatically shift the overall share to rail. There is no target.

WA’s transport planning authorities express vague support for rail transport, but in practice have a clear preference for trucks; no matter the cost to the environment, human health or urban fabric.

The IARC research looked at workers in eight mining facilities. The findings are important not only for miners, the authors write, but also “for urban populations worldwide”. The research says exposures, “in highly polluted cities approximates cumulative exposures exper ienced by underground miners with low exposures in our study”.

It continues: “Because such workers had at least a 50% increased lung cancer risk, our results suggest that the high

BARRY HEALY is a resident of Holland Street, Fremantle

and has been studying the effects of particulate pollution for many years. In this week’s THINKING ALLOWED he argues a much bigger effort is needed to get freight on rail.

air concentrations of elemental carbon reported in some urban areas may confer increased risk of lung cancer.”

Fremantle is on track to becoming just such a highly polluted city if the current state and federal government preference for truck transport continues. Rail freight is hundreds of times less-polluting than trucks, which makes rail the most important part of the solution to the Fremantle port freight task problem.

T h e s t a t e m e n t b y D r Christopher Portier, chair of the IARC working group, must be taken as a warning by our planning authorit ies: “The scientif ic evidence was compelling and the Working Group’s conclusion was unanimous: diesel engine exhaust causes lung cancer in humans.”

Dr Portier continued: “Given the additional health impacts from diesel particulates, exposure to this mixture of chemicals should be reduced worldwide.”

In WA we are lucky to possess world-class expertise in the area of diesel particulates at the Curtin Health Innovation Research Institute. The institute has pioneered methods of testing for spatial and temporal c o n c e n t r a t i o n s o f d i e s e l particulates in underground mining in WA. Its know-how could be transferred to similarly testing Fremantle air quality, again, if only we had the political leadership.

It is ironic that research is so centred on the mining environment. The Chamber of Minerals and Energy is working on a guideline document for diesel particulate exposure in WA mines right now. This means Fremantle’s FIFO workers will

be better protected against particulate exposure at work than they will be at home in their beds!

There are now in WA thousands of modern rail wagons that limit noise emissions to European standards and there are dozens of newly imported locomotives engineered to the same exacting standards. We could signif icantly

reduce the noise problem of trains travelling through the West End simply by phasing out the outmoded rolling stock and locomotives.

OpportunityI n t h e l o n g e r t e r m t h e

replacement of the Fremantle Traffic Bridge is a marvellous opportunity to prioritise rail transport to the port. There is $26 billion in the Infrastructure Australia coffers that can be accessed for rail freight projects.

By incorporating a rail freight component into the bridge replacement, WA could dip into those funds, which Infrastructure Australia is anxious to disperse. But the WA government has so far failed to apply for Infrastructure Australia grants.

We will also need a whole series of distribution hubs connected to the port by rail; from which containers are then delivered by road to their fi nal destination.

This will require serious new investment, but it would be less than the billions of dollars being spent on freeway construction to the detriment of public transport and rail freight.

The WA Gateway project, a Los Angeles-style vision of fl y-overs and spaghetti junctions centred on the airport, will consume $1 billion in taxpayers’ money. Meanwhile, the railway to the airport is postponed to the never-never.

How long will we continue to subsidise the road transport and construction industries at the expense or our lives, environment and communities?

The failure of our authorities to seriously plan for increasing the usage of rail transport to the port will take Fremantle in exactly the wrong direction regarding diesel particulate pollution. Fremantle will be swamped with what is now known to be a carcinogen.

It is time to say: Turn back—you are going the wrong way!

The changes to the council’s city planning scheme, touted as the biggest to hit Fremantle since CY O’Connor’s harbour was built, will now be sent to WA planning minister John Day for approval after winning unanimous support from councillors.Despite his support for the

HERALDby BRENDAN FOSTER

A FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.

Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.

“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.

“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.

EVIDENCE has emerged the Barnett government instructed public servants to

“She laughed and everybody laughed.”

The street artist was gobsmacked when the cops phoned, asking him to head down to the Fremantle police station so he could be charged with assault.

The Herald understands Fremantle city council—the festival’s organiser—tried to head things off by offering the aggrieved woman a free haircut and 50 bucks, but she wouldn’t have a bar of it.

“I was thinking this must be a joke—are you kidding?” Mr Couthouis said. “I spent a long time at the of ce, trying to nd a solution, trying to nd a lawyer, worrying what’s going to happen.

“It’s so stupid and ridiculous.”Originally told to front the

Fremantle Magistrates Court on May 11 he pleaded for the case to be brought forward to Thursday April 12 as he was due to y out that night.

The Frenchman said he wouldn’t be changing his routine anytime soon: “I did it 50 times during my shows and never had a problem,” he said. “It seems like a lot of problem for a piece of hair.

“I didn’t cut her nger off.” • Rodolphe Couthouis—aka Flochard—surrenders to a hair-raising charge of assault. Photo by Steve Grant• More festival photos by Matthew Dwyer on pages 6 and 7.

herald lettersWe are slaves to illegal councilsTHANK YOU to the lovely resident (Herald letters, July 7, 2012) who wants to see me potentially lose my home and/or gaoled for promoting citizens’ freedom and democracy in Australia.

If it wasn’t for people like me, you wouldn’t have a home, you wouldn’t have trees, scultpures, solar panels, rainwater tanks and vegetable gardens. Wiithout freedom and democracy, you wouldn’t have any of your comforts and accessories, and neither will your children, with the increasing political, legal, and economic control over our lives, rights, and freedoms.

As an experienced teacher, I know I am pursuing the right course, out of love and concern for our country and fellow Australians.

We all have these rights and freedoms under commonwealth law, and it’s my property, not yours.

I respect your rights, I’m not “dictating” how you ought to manage your property. Councils in Australia are illegal by the standards of our Constitution, as it does not recognise local government. Furthermore, the Human Rights and Equal Opportunity Commission Act 1986, Article 19 (2), states: “Everyone shall have the right to freedom of expression; this right shall include the freedom to seek, receive, and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his/her choice.”

Everyday rubbish and other “human made objects” pollute our streets in Hilton, I’d hardly call it a “clean, shared community and amenity”, yet you single out my “political art” for denigration. I’m not degrading your “sculptures”, or any other “objects”, regardless of perceived

History at riskI AM a regular visitor to Fremantle because I have got interests there.

What I have been noticing is what they have done to the warden cottages in Henderson Street. When are they going to bring them back to their original state, or are they going to wait until they fall down and we lose another piece of history?

Come on somebody, do something about this. We want to keep Freo the way it was. People come to see the history of the place.

Donʼt blame the professionalsONCE again the press is determined to demonise the mental health professional (Herald, July 7, 2012). Mental illness is just what it says, an illness.

It has its terminal cases and the outcome is often death by suicide. To blame those dedicated professionals who try to help the mentally ill is both unfair and unrealistic. Perhaps it is time for an adverse press for the people who care for cancer patients who also die or in fact,

Don’t you understand? We live in slavery if we can’t exercise our fundamental rights to freedom and democracy. For me it’s as important as trees, air, water, food, rainwater tanks, vegetable gardens, and art of all kinds, as a fundamental human right.

• from page 1Victoria and Jackson Streets.

They have lodged a submission asking Main Roads to alter an amendment they say will destroy their property and business and force more residents to park on Jackson Street.

Mr Gare says the aff ected properties face Queen Victoria Street, not Stirling Highway, so the proposal is, “a very considerable aff ront to the integrity and gateway to the old town of North Fremantle”.

“They have to respect that we are part of the North Fremantle community,” he told the Herald.

Staring over Jackson Street at the Kennard’s Hire site, where Main Roads’ dotted red line runs through most of its front carpark, Mr Gare says the widening is unnecessary.

In their submission, the Gares state a turning circle at Jackson Street, which they describe as overkill, will demolish a section of the convict-built and original limestone walls leading to the church. They say a new bus lane at the corner will remove stairs serving church access since 1895.

The Gares say any attempt to sell their property in the future will be di cult with the MRS proposal over their heads.

Landowners must be compensated at market value under the proposed amendment.

• from page 1Street, North Fremantle.

The stretch is in the middle of premier Colin Barnett’s Cottesloe electorate and threatens to become a full-blown election-year distraction.

The design and rationale for the amendment is to improve what Main Roads’ labels a “cumbersome and not eff ective” existing roads reservation.

“They don’t need to have as much room as they want,” Cr Sullivan says. “This plan is designed as if nothing is there.

“The community will fi ght tooth and nail before this happens.”

As for compensation, Cr Sullivan says: “What about the community, which doesn’t get compensation for losing their town centre?

“There is no way known we could ever support the demolition of buildings in the town centre, which is integral to the sense of place in North Fremantle.”

Cr Sullivan says Main Roads should consider resuming empty government land in the area, where weeds currently grow, than taking down important buildings and thriving businesses.

Fremantle council o cials are supportive of the amendment, saying the proposed modifi cations benefi t pedestrians, cyclists and public transport and discourage private cars.

However, Cr Sullivan says the council objects strongly to the amendment because of the threat to buildings on the municipal heritage list.

“The MRS amendment has not su ciently considered the impact of the proposed widened road reservation on approximately 40 properties and buildings on Fremantle’s heritage list (which is inclusive of fi ve places listed on the State Heritage O ce register of heritage places),” the council report notes.

Of these, 18 would have to be demolished.“It is observed that approximately 17

heritage listed properties at the section of Stirling Highway from 140 and 141 Stirling Highway south to 20 Staples Street (opposite the North Fremantle train station) would be signifi cantly impacted.

“The City recommends the proposed total width of the Stirling Highway road reserve be shifted as a whole to the west partly into the railways reserve.”

Public comments are being taken.

Worried about keeping your home safe andsecure while you’re on holidays,

at work or even in the house? The most important item in making your home safe from intruders is often overlooked when security is considered. Of course it’s your meterbox! The meterbox is like the heart of your home - without power you have no lights, no cordless phone, no elec-tricity and in some cases no security systemThieves can switch off your power at the meterbox just to see if you have an active alarm system. Don’t rely on back-up batteries - they frequently fail be-cause the use by date has been overlooked. Thieves would much rather go elsewhere than rob your home if the meterboxes are professionally locked up by the Meterbox Man. Locking your meterbox is recommended by the Police, Western Power, Alinta Gas, RAC and all insurance companies. So for peace of mind and a safer home call the Meterbox Man.

The Catholic university, which doesn’t pay rates, already owns a massive chunk of the West End.

by MELISSA COCIS Q U A B B L I N G b e t w e e n bureaucrats is stopping a path along the Attadale foreshore from being repaired.

Local resident and keen walker Dave Osborne called Melville city council in May to ask an extended section at the corner of Page Road and Burke Drive be fixed. In the two months since, the council has erected a “watch your step” sign and put up plastic barriers which fall down and are routinely ignored.

The brown asphalt has bubbled and cracked and river water laps over its crumbling edge.

“Sandbagging two months ago would have prevented the erosion,” Mr Osborne said, describing the damage as “an accident waiting to happen”.

He says the council had previously

repaired the path but had failed to address the cause of the erosion because that side of the fence is looked after by the WA

environment and conservation department.

When the Herald contacted the DEC a spokesman said “the walkway is in the Burke Drive Reserve which is the responsibility of the City of Melville”.

The DEC had advised the council to seek funds from the WA Natural Disaster Relief Fund to relocate the path “to a more suitable location”.

Christine Young, acting CEO at Melville council, says talks have been ongoing to “resolve the foreshore erosion issue which would then allow permanent repairs of the footpath to go ahead”.

Mr Osborne says the council’s “repeated patch-ups have been an inefficient, ineffective, ‘head-in-the-sand’ waste of ratepayers’ money and have not addressed the fundamental problem”.

“It is a classic case of bureaucratic dithering and inaction,” he said.

the CBD”. At this stage pro-vice chancellor Mark Tannock says the uni isn’t eyeing off any property.

Mayor Brad Pettitt says having ND based solely in the West End creates a bit of a “monoculture”, with the precinct virtually shutting down when the students are on break.

“The new MoU is a major shift from the old one.” Dr Pettitt said. “The new MoU enables them to spread out across the Fremantle CBD creating a much better spread of diversity and activation. “

Dr Pettitt says he’d like the “9 to 5” uni do more to “activate” the shopfronts that it owns. But, he will have to wait as the MoU gives Notre Dame two years to “develop a more range of commercial activities”.

“I believe this will benefi t the university and the city as a whole as it will return more rental income to the uni whilst activating High Street all the way to the round house,” Dr Pettitt said.

The Herald understands the Spicers site, next to the Upmarkets, is being touted as possible student accommodation.

by BRENDAN FOSTERFREMANTLE city council’s plan to ban plastic bags is one step closer, with the proposal to go out for public consultation.

The council announced earlier this year it wanted to outlaw shops within its borders giving out single-use plastic bags. The law is similar to those passed in South Australia, the ACT and the Northern Territory.

The strategic and general services committee on Wednesday night voted unanimously to to let the public have its say before going further.

by JENNY DʼANGERA TOFU drought has hit Fremantle with all supplies of loose tofu disappearing from fridges within a day of delivery.

Plastic Free July has been blamed, with plastic-wrapped tofu languishing unsold next to empty containers as a swag of locals swear off buying anything wrapped in plastic for a month.

Kakulas Sister, on Market Street, was caught unawares.

“We haven’t had any for two weeks, we hope to get some this Thursday,” staff er Rhian Todhunter told the Herald Wednesday.

Manna Wholefoods, on South Terrace, is in the same boat as locals go tofu-less.

PFJ kicked off last year with 40 people signing up. This year 260 pledged to go plastic free, with a further 390 following on Facebook who didn’t sign up: “[They] aren’t counted as o cial,” organiser Nabilla Zayan told the Herald.

The movement has gone national with people in New Zealand, Canada and Holland promising not to buy plastic during July, she added.

Since the beginning of PFJ Kakulas had noticed an increase in customers keen to buy from its bulk supplies, “and an increase in people bringing in their own containers,” Ms Todhunter says.

• Kakulas Sisters’ Rhian Todhunter shows loose tofu is in high demand. Photo by Jeremy Dixon

No tofu for you!

Mayor Brad Pettitt says if it gets up it’ll be the most robust plastic bag regulation in Australia: “This is a very exciting local law,” he told the Herald. “It is also fantastic to see that it has overwhelming community support.

“I look forward to working with other local governments around Perth to see if this can be rolled out more widely.”

The Barnett government has the power to override local laws and the mayor is worried the business lobby may squeal in the premier’s ear.

Given the government rejected WA Labor’s push earlier this year to ban plastic bags, the council isn’t proclaiming victory just yet.

If passed, the law will require the replacement of dog poo bags with compostable versions.

Meanwhile, Vincent city council looks set to follow Fremantle’s lead.

Mayor Alannah MacTiernan will meet with her waste department chiefs to get “all the facts right” before proceeding further.

“We sympathise with what Fremantle is doing but we need to be get more feedback in case there is some unintended consequences,” she told the Herald.

“While it’s important to do our bit for the environment and reduce our footprint, you don’t want to substitute it with something that could be worse.”

Plastic bag ban gathers pace

by STEVE GRANTAMENDMENT 49 sailed through Fremantle council Wednesday night.

The changes to the council’s city planning scheme, touted as the biggest to hit Fremantle since CY O’Connor’s harbour was built, will now be sent to WA planning minister John Day for approval after winning unanimous support from councillors.Despite his support for the

amendment, Cr Jon Strachan presented a 732-signature petition calling for a maximum six storeys. It was not supported (the Woolstores shopping centre site will be allowed 10 storeys).

Councillors remained stony-faced as the petition was presented,

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.

by BRENDAN FOSTER

YOU’RE spoilt for dining choice on East Fremantle’s

George Street strip but after cruising up and down—sans loud music and hotted up exhaust—it was the sun shining warmly on the Barque Restaurant’s timber fronted verandah that drew us in.

The old federation house has been an assortment of eateries, starting off years ago as the very successful Amadeus.

As Barque the decor is funky and modern—without destroying the heritage of the original timber home.

CheekyWe quickly discovered more

than the decor to be easy on the eye as a cute waiter, with a cheeky monologue for a pair of women old enough to be his mother, showed us to our table.

“Bubbles, ladies?” he asked, fi lling our water glasses. His smile could have sold us a whole bottle we tittered, but this was a working lunch so we settled for just a glass each.

My friend melted at the heavy French accent of a second waiter taking our order, and we were giggling like school girls after he departed.

The menu is predominately a modern fusion of Asian dishes such as Barque banh mi ($19) and ocean trout yellow curry with snake beans ($32), with a nod to North Africa with the likes of spiced lamb sausage with mint riata ($24).

We shared a chilli salt squid ($19) and a prawn pancake, with crab and pomelo (red grapefruit) ($19).

Encrusted in a spicy and salty crust the squid was so tender it melted in the mouth and the lime, fi sh sauce and chilli dipping sauce zinged on the tongue.

The omelette had a more subtle taste—and the pomelo was a terrifi c counterpoint to the sweetness of the crab liberally sprinkled on top of the soft eggy mix.

Dessert was an adventure in modern cuisine—with an ancient twist.

Pure modernity, the chocolate mousse with chilli choc caramel and salted peanut brittle ($14) was delicious, the salt and chilli adding zip and enhancing, rather than detracting, from the sweet richness of the chocolate.

I wasn’t so sure about the dried onion on the sweet sticky yellow bean pudding ($14). Adventure has its merits but. . .

Hot-footing it to the kitchen our waiter reported back that Vietnamese sweets have been topped with dried onion for “hundreds of years”.

An acquired taste, perhaps. But I can recommend the

bean cake underneath, which was moist without the cloying sweetness of some Asian sweets.

Barque gets top marks for its food and its friendly, attentive service and my mate and I wandered off in fi ne spirits after a most enjoyable lunch.

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show

on Easter Saturday. “During the show, when I can

see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the .

The understands Fremantle city council—the festival’s organiser—tried to head things off by offering the aggrieved woman a free haircut and 50 bucks, but she wouldn’t have a bar of it.

“I didn’t cut her nger off.”

ARTSBRENDAN FOSTERAAABR

DRUMMER Todd Pickett reckons no-one in rock ‘n’ roll has

a swagger on stage quite like Kim Salmon.

“I’ve never seen anyone play like that except maybe Bruce (Springsteen),” he told the Herald. “Kim’s what, 55 now and plays like a 25-year-old.

“He jumps up and down and kicks my drums. He’s thrashing about, he just doesn’t seem like a 55-year-old.”

Few artists’ career trajectory have been as interesting, prolifi c or unique as

Salmon. He formed Perth’s fi rst punk

band the Cheap Nasties back in the port city in the mid ‘70s.

He went on to front the seminal band The

Scientists, whose psychedelic-tinged

rock ‘n’ roll would later heavily infl uence the Seattle grunge

movement.When not playing

in his own bands, The Surrealists and

The Business, he’s chief contributor to the Beasts of Bourbon.

Pickett—who most nights can be seen playing in The Kill Devil Hills and

Davey

Craddock and the Spectacles—confesses to knowing little about the punk maestro before meeting him two years back.

He says he remembers this “shy, very weird, stando sh guy” whom he’d met just hours before playing together.

“He sent us a CD, we had a two-hour rehearsal, then the next day we played 20 songs,” he laughed.

“It was so intense and full-on, because I had all these songs fl oating around in my head.

“The Don Walker show was coming up and I had all these Abbe May songs in my head.

“It was holding on for dear life when I played with him.”

Pickett says too many people focus on Salmon’s swampy, heavily distorted sound so he doesn’t get the kudos he deserves as a songwriter.

“If you put some baby-face mother up there that was just gorgeous and had an angelic voice and bit of griminess to him and Kim wrote all the songs he would be the biggest star in the world,” he laughed.

“All the

recordings are so lo-fi , but

commercial radio would never have

a bar of it because he has pushed it in a certain direction.”

Pickett is jumping behind the drums again with Salmon and Pete Stone (bass) as part of Hidden Treasures at FTI on July 27.

While last year Hidden Treasures livened up the West End, this year the East End will sizzle with the sounds of some of the portside’s best musos.

Over four nights (July 19, 20, 26,27) music-goers can check out a treasure trove of past and present artists who all call Fremantle home.

herald at home

by REBECCA MANGANO

NESTLED on quiet Barnard Street in Alfred Cove, this

fi ve-bedroom family home emits a sense of warmth, style and comfort.

The gentle whistling of birds and rustling of tree leaves from Wireless Hill, across the road, are nature’s windchimes.

Enter and you will see that the natural environment is celebrated inside the house as well as out. It’s “modern Australian” all the way with iron roof, rendered and limestone-clad walls and plenty of rich, warm timber throughout. As for the pool: This luxurious azure oasis is a long way removed from the vinyl paddle pools many Aussie families grew up with.

The home is executive-level all the way, refl ected in the kitchen from high-gloss chocolate tiles on the fl oor

to cabinetry, appliances and granite benchtops that off er plenty of workspace, as well as a fi rst-class breakfast bar. A walk-in pantry keeps all the foodstuff s neatly tucked away (no-one need know about that addiction to Coco Pops).

The dining area is tucked just beside the kitchen and away from the distraction of TV.

Its clever location ensures dinners in this house are an intimate family aff air.

Alternatively, you could take

your dinner outside and enjoy the sun and river views from the alfresco.

Just beyond is a solar-heated pool, framed by neatly kept garden beds.

The lower storey also includes a spacious living room and two generous bedrooms with a shared ensuite.

Venture upstairs and you will fi nd yourself in the second living area which could easily be converted into a play area, teenager’s retreat or parent’s

retreat. This level has three bedrooms, two bathrooms, a study and a small balcony that off ers views of the river and city skyline.

The main bedroom is lavish, with large windows that look out across the Swan, but the ensuite is the piece de resistance. The marble-look bathroom has an open shower and a spa that would make even the coldest mornings bearable. A large double vanity and elongated mirror add to the luxury.

This home off ers functional family living with resort-style features. Just a stone’s throw from Garden City and only minutes from Canning Highway, it is the ultimate family home.

by STEVE GRANTAMENDMENT 49 sailed through Fremantle council Wednesday night.

Councillors remained stony-faced as the petition was presented,

while the Chook detected a slightly

dismissive tone in the voice of CEO

Graeme Mackenzie as he pointed out almost half the signatures came

from non-residents.Cr Josh Wilson said it was appropriate for people in wider Fremantle to comment on the city’s future, but while he had taken opposition into account he remained convinced the councilwas making the right dTh

FREMANTLE

ARIES (Mar 21 – Apr 20)Uranus appears to be going backwards in the sky. As he hits reverse, so you

reverse your gaze. All those problems that seemed to be coming from the outside, are somehow being generated by an attitude on the inside. Here’s a golden opportunity to de-stress yourself.

TAURUS (Apr 21 – May 20)The Moon begins her week in Taurus. She brings a mood of pensive refl ection.

As you come to terms with the opportunities at your fi ngertips, so it’s a good time to ponder the implications of your choices. Do what’s best for your heart. Keep it happy no matter what.

GEMINI (May 21 – June 21)There’s an interesting planetary clash going on, that is refl ected

in the differences between what your soft watery intuition has got to say, and what your very astute, very clever mind has to say. Action is to be taken, but it has to come from the right place. Know your heart.

CANCER (June 22 – July 22)If you get overly locked into what you think is doing the right thing for

others, there’s a chance that it will be your idea and not what they really want. Mellow out your love. Let it come from a gentle space that is made stronger by self-love. Only the nurtured can nurture.

LEO (July 23 – Aug 22)Mercury is in your midst. Mercury is either an over-active mind that can

be the trickster, or he is clarity, insight and guidance. See through unclouded fresh eyes. Drop your preconceptions again and again before deciding what is really going on. A playful vision is right.

VIRGO (Aug 23 – Sept 22)With Mercury in Leo, you are pushed to discover and express your individuality.

Hiding your light is not being true. Shining it in everybody’s faces is not true. Knowing it on the inside and gently radiating it is getting close. Enjoy being yourself. It’s good to be alive..

LIBRA (Sept 23 – Oct 23)Though you are primed to act, a fl urry of undirected activity is not what’s

required. What is required is that you do the things that honour freedom, in yourself and others - and which lead to some kind of personal regeneration. Stop repeating what doesn’t work.

SCORPIO (Oct 24 – Nov 21) More and more, life is about coming out of your cave and

communicating who you are. There is not much point in keeping your greatest assets a big secret. Perhaps you won’t even come to know what you know, until you start sharing it. Connect and communicate.

SAGITTARIUS (Nov 22 – Dec 21)Find a creative balance between the part of you that wants to be alone and the

part of you that wants to hang out with a thousand buddies. If you overdo the former, people will start looking a little strange. If you overdo the latter, you’ll lose depth and spice. Steady goes.

CAPRICORN (Dec 22 – Jan 19)You are standing at the pointy end of matters of war and peace. There’s war

and peace on the front page of the newspapers. There’s war and peace between lovers and friends. And there’s the war and peace within ourselves. Clearly transformation has to happen. Start now.

AQUARIUS (Jan 20 – Feb 18)Relationship is on the radar. Relationship is not simple, no matter how many myths

are pedalled about it. Relationship involves receiving a clear refl ection in the mirror. Are you prepared to see parts of yourself that you’ve never seen before? If this is your joy, then go deep.

PISCES (Feb 19 – Mar 20)The best plan, in what are slightly testing times astrologically for fi sh

persons, is to focus on the basics. Keep it simple. Be grounded. Do the things that you know you can do. Build on your strengths. Do this - and there is pleasure, satisfaction and bliss to be found.
